The purposes of this research were 1) to study status, needs and problems of educational technologists concerning on- the- job training and project activity of educational technologists 2) to obtain specialists' opinions concerning on-the-job training model for developing team learning skills based on project for educational technologists , and 3) to propose on-the-job training model for developing team learning skills based on project for educational technologists in higher education institutions . The samples of this research consisted of two-hundred and sixty-five educational technologists and thirty-one specialists. The data were collected by means of questionnaires and three-rounds of Delphi instruments. The data were analyzed by percentage, median and interquartile range. The results indicated that : 1. On-the-job training of educational technologists were based on consultation and supervision by peers and supervisors. The problems found most were unsystematic and uncontinuous on-the-job training. The educational technologists involved in conducting the projects according to plan. They studied and selected topics or problems for their projects and orally presented the final report. They also shared knowledge and experiences, performed tasks based on roles and responsibilities. The problems related to team working were overload tasks, inconsistent time for sharing ideas, and conflict personalities. They needed warm, friendly and free working climate. 2. The 314 statements from 315 statements of specialists final consensus were considered for on-the-job training model for developing team learning skills based on the project. 3. The on-the-job training model for developing team learning skills based on the project consisted of : 3.1 Seven training components : 1 ) training policies, 2) working climate 3) learning resources 4) supervisors’ roles 5) educational technologists’ roles 6) training activities 7) evaluation and follow-up. 3.2 Seven training steps : 1) prepare a training, 2) propose a training project and conduct mutual understanding 3) select topics or problems for a project 4) plan, write a project and present a proposal 5) conduct a project 6) present a project and evaluate a project, and 7) evaluate team learning skills.
