This research aimed at surveying performance objectives of teaching English for communication at three levels in Thailand. The responses were derived from three groups of respondents, namely, learners, teachers, and administrators. It was expected that the results might provide useful information for teaching English at the lower secondary level, upper secondary level, and tertiary level in Thailand. Variables related to the respondents, such as age, sex education, and years of studying/teaching English, were also examined. The subjects were 4262 from various groups: 1000 lower secondary level students, 942 upper secondary level students, 1183 university students, 358 lower secondary level English teachers, 339 upper secondary level English teachers, 196 university English teachers, and 244 administrators. The instruments consisted of 1) three sets of rating scales and 2) a structured interview. The first set of rating scales was designed to obtain the opinions on performance objectives of teaching English at the lower secondary level while the second and the third were written for those at the upper secondary level and tertiary level, respectively. The structured interview was composed of closed and open-ended questions. The former elicited the responses of curriculum specialists concerning the objectives approved by the three groups and which might subsequently be implemented whereasThe latter asked for their general opinions dealing with English teaching in Thailand. The SPSSX program was employed in the data analysis. It was found that the reliability co-efficients of the responses were high, ranging from .831 to .967. The objectives from respondents (learners, teachers and administrators) and interviewed specialists with the greatest consensus were as follows. At the lower secondary level, students should learn how to give information about oneself and his family, understand simple terms about eating, understand directions, understand announcements, use simplified pictured dictionaries. At the upper secondary level, students should learn how to read and write personal letters, give information about important places in Thailand, communicate with native speakers of English on general topics, give directions to a foreigner, read and write notes for special occasions, use English dictionaries, write a resume, write a job application letter. At the tertiary level, students should learn how to talk about their activities at university, use English for travelling, exchange views on recreation and leisure activities, understand English songs, fill out educational application forms, understand technical English, get information on job opportunities form English newspapers.
