ค่าใช้จ่ายเกี่ยวกับกำลังคนของรัฐวิสาหกิจ : ศึกษาเฉพาะกรณีองค์การขนส่งมวลชนกรุงเทพ / นัยนา เกิดวิชัย = Public enterprise personnel cost : The Bangkok Mass Transit Authority case
Many Thai public utility enterprises have been widely criticized for their inefficiency, mismanagement, financial losses, and inability to provide adequate and convenient services to the public. The Bangkok Mass Transit Authority, which provides bus services in the capital city and five adjacent provinces, is one among them. The Authority, since its establishment in 1976, has accumulated losses of more five thousand million baht. There are many factors which contribute to public enterprise inefficiency. Among them are high operation costs, particularly, personnel cost. In the BMTA case, personnel cost had amounted to around 40% of total expenditures. This thesis, therefore, attempts to investigate into BMTA’s personnel cost because the writer believes that such cost is one of most important factors contributing to the losses and BMTA has been unable to cut down this fixed cost. The study is carried out through extensive library research and filed study. A large number of BMTA personnel of different levels and outsides involved were interviewed. The writer was also a former BMTA personnel, so that she has acquired some experiences and been able to gather some in-depth information. The main findings are as follows: 1. BMTA has failed to establish an effective personnel management system. This, in effect, has contributes to heavy losses in its operation. 2. There are several factors contributing to BMTA’s efficiency and effectiveness; (a) political interference in its policy-making processes and its internal management, (b) unplanned establishment, (c) unreasonable low fares, (d) managerial inefficiency, and (e) high personnel cost 3. Unless there is great improvement in the BMTA personnel management system, personnel cost would continue to increase still be a main contributors to the losses. 4. There should be immediate and drastic reform of BMTA. The organization should be restructured and the managerial system be improved. The private participation should also be allowed.
