To analyze the targeting inefficiency of old-age allowance system in Thailand and to clarify the factors affecting the magnitude of targeting inefficiency. The data used in this study is The Survey of Older Persons in Thailand in 2007, collected by National Statistical Office. This study is composed of 2 parts. In the first part, we estimated 2 types of the targeting inefficiency, namely, the Non-Take Up Rate (NTUR) and the Overpayment Rate (OPR) at national, regional, administrative district and provincial levels. In the second part, we investigated the factors that effect the magnitude of 2 types of targeting inefficiencies by using provincial data. The method for the estimation is Logistic Regression Analysis. The results of the first part’s analysis found that, at national level, the NTUR is 62.1% and the OPR is 24.9%. Considering regional level, we found that, NTUR in Bangkok is the highest whereas OPR in the Northeastern region is the highest. At administrative district’s level, we found that the NTUR and OPR in rural area is higher than those of urban areas. The second part of analysis confirmed the fact that, the factors increasing NTUR are poverty incidence, lack of information on the rights and level of tax per capita. The factor increasing OPR is a proportion between rural elderly people and total elderly population.
