The objective of this research is to study Hill Tribe Radio Programme of Radio Thailand, Chiangmai, Broadcast in 6 dialects, in terms of production methods, format and content, audience participation and the relation between format and content and needs of Hill Tribe audiences. As the result of the study, hill tribe Radio Programme of Radio Thailand, Chiangmai, was provided since 1964. The programme was first broadcast in Yao and then, in 1973, was broadcast in 6 dialects--Mong, Yao, Karen, Muser, lisaw and Akha. At the beginning, the programme was used as a political media to recruit people from government offenders. Therefore, the programme content mainly emphasized on government news and articles from many of government organizations, for example, the Ministry of Interior and the Royal Forest Department. However, since 1989 until now, the political crisis has been resolved. Thus, the primary objective of providing the Hill Tribe Radio Programme was changed to improvement of hill tribe's quality of life. The result of study of hill tribe audience's participation shows that the programme does not give the audiences an opportunity to participate directly in form of committee. Nevertheless, there is indirect participation in various ways, for example, audiences feedback in form of letter, calling, and radio station visiting. Moreover, in order to provide the programme in accordance with audiences needs, the radio station has hill tribe broadcasters, as the audiences representatives, join in deciding format and content of the programme and also writing or selecting articles to be broadcast. As the result of interviewing the audiences, the programme can satisfy their needs to a certain degree. They found the programme useful for their daily life and request to extend broadcast duration. To efficiently develop Hill Tribe Radio Programme to be more useful and pervasively admitted by hill tribe audiences, the most important things are serious attention and support from the government in terms of people and funding, including identifying policy on rights of hill tribe comunications, and issuing the law to support the policy.
