ปัญหาอำนาจหน้าที่ของคณะกรรมการข้าราชการตำรวจ ในการบริหารงานบุคคลตามกฎหมาย ว่าด้วยระเบียบข้าราชการตำรวจ / อาจิณ โชติวงศ์ = Problem concerning the authority of the police service commission in personal administration according to the by Laws of the police service regulation / Arjin Chotiwong
The purpose of this research is to analyse problems concerning the authority of the Police Service Commission and how to solve those problem in order that P.S.C can perform its duty efficiently, legally and justly towards police officers of every rank and title on compared with other services. The results of this research confirm that, in this country, the various Civil Service Commissions exist according to the by laws of the Civil Service Acts and their roles to be divided into three groups. The first group stresses the power of issuing regulations and supervising the legality of their regulation. The second group stresses the role of disnetion which effects the rights and status of civil services. The third group stresses the role of making proposals and giving advice to the commanders. Although the three groups of Civil Service Commissions have different roles, they have the same limits of authority in that their authority covers all of the administrative personnel of every rank and title. According to the law of The Police Service Regulation, P.S.C. has on authority which is different from other Civil Service Commissions. Its powers do not cover all of the administrative personnel of every rank and title. In addition its powers are not clear enough for enforcement. In order to solve these problems, revision of the law, should be made so that the authority of P.S.C. is clearly specified, especially in issuing rules and regulations and exercising control to ensure compliance with the rules and regulations as previously mentioned in the first group in the second paragraph. During the process of the revision of law, the council of Ministers which is empowered to issue “The Civil Service Regulations” in accordance with Government Administration Act 1992, should issue another regulayion to revise the law.
