The Department of Lands (DOL) is a government agency of the Ministry of Interior which as its primary function to serve the people who have land problems and to protect the rights of land owners. In order to serve the land owners in the most efficient way, the DOL is divided into smaller units at both the Changwat and Amphur level, where DOL maintains separate land offices. The role of Changwat Land Offices is very important because it is the only part of DOL which directly protects and covers the rights of the land owners through the administration of the registration of Land Title. The operation of Changwat Land Offices play a very important role in the administration of primary land justice and should be responsible for rendering service to land owners but in practice it is found that the services rendered are not as efficient as they should be. Changwat Land Offices have to abide by sound principles of administration which calls for planning, organizing, staffing, directing and controlling, to achieves efficiently the set objectives. In the process, however, there are unavoidable obstacles and problems. To ensure the smooth running of the administrative work, certain remedial steps need to be taken. In studying the obstacles and problems in rendering services to the public within Changwat Land Offices, the writer makes her study by analytical description. The study is divided into two phases, namely : documentary research on data and theory by means of examining documents as found from books, documents, rules and regulations; secondly through field research by the questionnaires and interviews. One hundred and sixty-four samples were obtained from officials working in the Fourth District, Changwat Land Offices, namely; Nakornphathom, Samutsakorn, Samutsongkram, Rachaburi, Kanchanaburi, Petchaburi and Prajubkirikhan. The hypothesis posed by the writer on the nature of the problems is the problems and obstacles in the efficient administration of Changwat Land Offices due to the present administration processes and the ecological approach to administration involving rules and regulations involved in land registration administration. The results of the study indicate that the hypothesis was verified in that Changwat Land Offices meet countless obstacles, particularly in planning, staffing and controlling, and in the environmental area, all of which influence their efficient administration. The other problem identified concerns the responsibility of the officials. They should be courteous and act more informally to the public requesting service. However if better services are to be given to the public within Changwat Land Offices, not only two major causes should be remedied, but the public requesting services should also be considered. The public must give cooperation to the authorities in contact with the office.
