The study finds out that there is a conflict between the two mainstreams of thought in the Drafting Process of the 1978 and 1991 Constitutions; the oligarchic mainstream of thought and the democratic mainstream of thought. These two mainstreams of thought begin to appear during the Constitution Formation and remain through the time of the Constitution Formulation and Constitution Adoption. However, these two mainstreams of thought are able to make compromise at certain level resulting in the adoption of the semi-democratic principles and embodied in the 1978 and 1991 Constitutions. This is because the oligarchic political forces (who were the political elites at that time), have realized the importance of the democratic mainstream of thought, as championed by the democratic political forces who want to share political power, so that the looming political crises can be avoided.
