การวิเคราะห์สภาพและปัญหาการดำเนินงานของสถาบันวิจัยในจุฬาลงกรณ์มหาวิทยาลัย / ปราณี แหวนทองคำ = An analysis of state and problems of the operation of research institutes in Chulalongkorn University / Pranee Wheathongkam
This research aims to study policies and state, as well as problems of the operation of research institutes in Chulalongkorn University. The results, based on Five-year status (1992 - 1996), are as follows: Their policies emphasized multidisciplinary research, including applied research for supporting socio-economic development and basic research for constructing new knowledge. In addition, their policies also covered promoting students studying and research; providing data base for research and academic service to society. In general, the institutes administrative structure could be divided into two committees: 1) Administrative committee, handling policy establishment and monitoring; 2) Executive committee, advising the institutes operation. It was found that practically there were problems with insufficient meetings and composition of the committee members, that preferably more outsiders. Regarding internal structure, various divisions prevailed based on institutes' tasks; however, there were no clear definitions of the responsibilities existed. Personnel in the institutes comprised of researchers, research assistants instructors and scientists; nontheless, insufficient researchers and research assistants, including their variations of educational background and experiences are main concerns. The institutes received insufficient budget because of the limitation of government budget, the major amount of personnel salary, plus the decrease of external fund. Additionally, the institutes conducted multidisciplinary research on variouse issues which mainly were applied research. There was a tendency of more basic research; however, the institutes encountered the problem with insufficient instruments and material. Concerning the aspect of academic service to society, The institutes implemented many activities related: counselling, seminars, trainings and publications publishing. Their research paper were published in many journals, other types of publications and radio broadcast; however, less publishing in international journals was found, due to a lack of budget and a limitation of language capacity.
