This research is the qualitative research and the objectives are to describe the situation of learning skills and to investigate the 21st century learning skills implementation guide of university students in Three Southern Border Provinces. The samples used are the current 40 under graduate students from government universities in Three Southern Border Provinces. This research used the Multi-method was used to collect the data, based on interview and focus group discussion, participant observation and non-participant observation. Accuracy and reliability was verified by leisurely building in relationships, transcribed cautiously, asking with the same topic for more than one time and used descriptive analysis was performed.
The results from this study showed that schooling system on reckoning skill especially in science and mathematics subject is the main problem before attending to the university. Denying on learning in different culture will affect their living, paradigm and speculation on improving their quality of life. Lack of understanding in authentic leadership, maturity and leadership skills. Most of them had no analysis and synthesis thinking on receiving information from media, using the internet, inappropriate way, lack of virtue, learning skills and working skills. Most of them no working plan for the future.
In conclusion, university should provide a space for sharing and learning on student development both inside and outside university. They have to be nurtured on concrete virtue. University should enhance the quality of graduated students to satisfy their study life, working life and senior life. Students should support the students to understand on southern special economic development zone, teaching and having the activities on communication skills, servicing on vocational guidance, and realize that the quality of basic education is the way to improve the quality of university students. Government should invest on research and development in information technology and communication. In the other hand, university should be the place for learning, research, experiment and set up the framework to develop learning system for the lifetime.
