The feasibility study of developing a coal-fired power plant in Vietnam of EGAT International Company Ltd, is aimed for preparation and arrangement of investments in Vietnam and to study the interest rate of return measured the profitability of investments, including the risk managements that probably impact the development project. The key study of this feasibility is composed of 3 aspects, marketing, technique and management, and finance. Regarding the marketing aspect, Power Development Master Plan VII is developed to cope with the increase in the national power demands as result of rapidly economical growth. Hence, the policy to invite the foreign investors for the involvement and participation is also encouraged and exercised.
As for technique and management aspect, the company decides to develop Van Phong Power Plant Project Block 2 with the installed capacity of 1,320 MW under BOT contract for a period of 25 years. The plant is located in Van Phong Economic Zone and utilizes the imported bituminous coal for the generation. In addition, several laws of Vietnam are passed on to accommodate the activities of investments by the foreigner. In respect of financial aspect, the financial analysis is found that the interest rate of return is 13.1% with the net present value at 1,007.73 million US dollar, whilst the payback period is approximately 14 years. The project can provide Levelized Electricity Cost at 0.0658 US cent/kWh which is within appropriate scale. In this regard, the project has possibility in all aspects and is feasible for the investment.
