Romklao Housing Estate Phase 3 project is one of the government’s housing development projects.National Housing Authority is responsible for building stardard houses for people on a low income. Every housing project has communal areas that can cause problems. The study aims to investigate problems of sharing communal areas in Romklao Housing Estate Phase 3. The publicly-shared areas include roads, sidewalks, stadiums, parks, and playgrounds. The research methods included collecting data from documents about the physical construction of the project, interviewing with the juristic manager, surveying, observing, photographing, discussing, and taking notes. The researcher observed the use of the communal areas Communal areas serve five main functions: 1) market (buying and selling), 2) wheelbarrows and stalls, 3) sports, 4) resting areas (recreation), and 5) parking space. The problems were: 1) users using a communal area for the wrong type of activity for that area, 2) no one taking responsibility for cleaning the areas, 3) some areas not being adequately prepared for use. The most commonly found problem was users using an area for the wrong type of activity, which led to many other problems. It was found that there is no real system to determine the use of the communal areas. Romklao Housing Estate Phase 3 lacks parking lots for some specific types of vehicles such as public transport vehicles, motorcycles, bicycles, and wheelbarrows, and some areas are not in a good condition. Moreover, the real owners of the communal areas pass the responsibility for taking care of those areas to the juristic manager. The main reason why there is no one to take care of the areas is lack of budget. As a result, it is hard to find anyone to take responsibility. The study suggests that an effective system be implemented so that the users can use the communal areas efficiently, which should result in fewer problems.
