To develop a model of physical fitness promotion and health problem-solving thinking of underweight elementary school students in the southern border province and to study the effect of implementation of the model. The subjects were underweight elementary school students from Rusamelae School, Pattani Province. The research procedures were divided into 4 phases: pre-test, implement, post-test and following u. The research tools were the physical fitness promotion activities plan model by using health problem-solving thinking approach, health problem-solving thinking test and physical fitness test. The data were then analyzed in terms of one way ANOVA with repeated measure and tested mean difference between the experimental group and the control group in terms of two way ANOVA with repeated measures. The test of statistic significance difference was at .05 level. The research results were as follows: 1. The model of physical fitness promotion and health problem-solving thinking were developed by using physical education activities, recreational activities and problem solving thinking approach. 2. The effectiveness of the model was shown that the experimental group had higher mean scores in physical fitness test and health problem-solving thinking test than the control group statistically significant difference at .05 level during pre-test, treatment, post-test and following up phase.
