The purposes of this qualitative research are (1) to develop a health promotion organizational model at the higher education level; and, (2) to propose strategies for the development of higher education institutions into health promotion organizations. It uses the EDFR (Ethnographic Delphi Future Research) technique to develop a health promotion organizational model for the higher education level based on literature from fourteen higher education institutions participating in the empowerment program, on interview with fourteen higher education institution administrators, and, on focus group interview with 68 personnel from the fourteen institutions. Strategies for the development of higher education institutions into health promotion organizations are formulated using the SWOT Matrix Analysis. The strategies and model obtained are reviewed by a connoisseurship of eighteen qualified individuals. The research has found the fourteen higher education institutions participating in the empowerment program to have different contexts in terms of institutional objectives, instruction and classification as determined by (1) institutional structure, (2) dormitory, 3) health team in charge of the health promotion program, and, 4) the number of years for which funding is provided by Thai Health Promotion Foundation. Nevertheless, these institutions can use the same health promotion organizational model despite their different contexts as this model focuses on the involvement of higher education institution community members of all levels, integration with mission, and, sustainable development. This is achieved through (1) consistent improvement of health promotion capabilities of individuals; (2) alteration of the environment to accommodate health; (3) integration of health promotion activities into the mission of the institution; and, (4) development of a health promotion network which encompasses the larger society outside of the institution. At the corporate level, the strategies for the development of higher education institutions into health promotion organizations are designed into three phases with five operational strategies: (1) strategy for the development of systems to reflect the context of the institution; (2) strategy for successful management; (3) strategy for the development of health promotion networks inside and outside of the institution; (4) strategy for the integration of health promotion activities into the mission of the institution; and, (5) strategy for the development of health promotion personnel.
