วิกฤตการณ์ที่เกิดขึ้นในดาร์ฟูร์เป็นอาชญกรรมต่อมนุษยชาติ ซึ่งเป็นการฝ่าฝืนต่อสันติภาพและความมั่นคงระหว่างประเทศ คณะมนตรีความมั่นคงแห่งสหประชาชาติในฐานะที่มีบทบาทสำคัญในการธำรงไว้ซึ่งสันติภาพและความมั่นคงตามกฎบัตรสหประชาชาติจึงต้องเข้ามาแก้ไขปัญหาโดยการออกข้อมติที่มีผลผูกพันให้ทุกรัฐที่เกี่ยวข้องปฏิบัติตาม เพื่อนำสันติภาพและความสงบสุขกลับมา
ที่ผ่านมาข้อมติของคณะมนตรีความมั่นคงแห่งสหประชาชาติที่ออกมาแก้ปัญหาดังกล่าวนั้นยังไม่สามารถปฏิบัติให้สอดคล้องกับเจตนารมณ์ของคณะมนตรีความมั่นคงได้เนื่องจากยังคงมีปัญหาและอุปสรรคของข้อมติในการแก้วิกฤตการณ์ดาร์ฟูร์ก็คือการขาดความร่วมมือในการแก้ปัญหา ไม่ว่าจะเป็นจากรัฐบาลซูดานเอง หรือแม้กระทั้งองค์กรระดับภูมิภาคที่ยังไม่มีความเข้มแข็ง การขาดกองกำลังและยุทโธปกรณ์ รวมถึงการขาดทุนทรัพย์ก็เป็นปัจจัยที่สำคัญให้ไม่อาจบรรลุตามจุดประสงค์ได้
การส่งเสริมสหภาพแอฟริกาซึ่งเป็นองค์กรระดับภูมิภาคที่มีความใกล้ชิดให้มีความเข้มแข็งขึ้นนั้น เข้ามามีบทบาทสำคัญในการแก้ไขปัญหาน่าจะเป็นการแก้ปัญหาอย่างเหมาะสมและยั่งยืนในอนาคต รวมทั้งความช่วยเหลือจากประชาคมระหว่างประเทศ และการส่งเสริมให้ศาลอาญาระหว่างประเทศมีประสิทธิภาพมากขึ้นในการลงโทษผู้กระทำผิดจะช่วยให้วิกฤตการณ์ดาร์ฟูร์สิ้นสุดลง
Darfur crisis is a crime against humanity that breach of the International peace and security. United Nation Security Council have a role in UN Charter to maintain international peace and security and solve the problem by adopt the resolution to bound every country/relative to do following the resolution. For bring the peace and security back.
In the past ,The resolution that adopt for solve the problem does not effective because of lack the cooperate by the relative to solve the problem, Such as Sudan’s Government even if African Union that is regional organization. Moreover lack of troops and armament including budget is the important reason.
To promote the African Union that relative to the situation to be strong may solve the problem in the future. Including International community and promote International criminal court will end the Darfur crisis.
