The purposes of this research were to study current situations, problems of moral and ethical development for teachers and to propose a moral and ethical development model for teachers in special purposed basic education institutions. The study comprised 5 phases starting from 1) literature review to define the research conceptual framework, 2) study of current situations of moral and ethical development for teachers, 3) development of a moral and ethical model, 4) assessment and improvement of the model by educational administrators and personnel administrators 5) evaluation of the model by special purposed school directors, final improvement and proposal of the moral and ethical development model for teachers. The results of the research indicated that, firstly, in current situation, special purposed basic education institutions implemented moral and ethical development at a high level ([mean] = 3.65) as follows, Establishing objectives and methods ([mean] = 3.83), Implementing training, development methods and supporting moral and ethical development for teachers ([mean] = 3.60), Determining training and development needs ([mean] = 3.56), and evaluating training and development programs ([mean] = 3.52) respectively. Secondly, the problems of the moral and ethical development were at a medium level, interms of 1) the disinterest in the development programs of some teachers ([mean] = 3.18), 2) monitoring unsystematically after development ([mean] = 3.04) 3) uninteresting methods and techniques of development programs ([mean] = 3.03). Lastly the moral and ethical development model for teachers in special purposed basic education institution “PROCESS-ORIENTED MORAL AND ETHICAL DEVELOPMENT Model” was purposed. It included 5 steps as follows : 1) setting the policy, 2) determining training and development needs, 3) establishing special objectives and development methods, 4) implementing training and development methods and supporting moral and ethical development for teachers 5) evaluating the training and development programs. The recommendations are as follow : (1) special purposed basic education institutions should improve the implementation in evaluation of training and development programs by using the developed model, (2) Basic education institutions can take the purposed model for guideline to implement moral and ethical development for teachers systematically.
