The objective of this research is to study and analyze how the use of land ownership and allocation system has affected land resource and the further effects on the economic and social problems. Based on the analytical framework in Political Economics, the study was focused particularly on the issuance of private land ownership documents, which embraces the evolution of the Thai State’s private land ownership up to the present. The research has found that the state exercised its mandate in the management of land ownership for economic, political and policy purposes that only served the interests of political leaders in each administration. The reign of King Rama 5 in particular illustrated the transition from the self-sufficient economy to commercial production and capital hoarding, resulting in the reform of land management system. In the next period, government has put pressured on creating land ownership system through out the country in order to boost up production during this transitional phase to the capitalist system. Such land ownership has essentially altered lands into valuable market commodity that would be exchanged freely in the open markets. This prompted the shift of ownership from the people in the agricultural sector to the capitalists and those who were enjoying their economic advantage and status, resulting in the centralization of land ownership among a small group of people. This illustrates that the state was unable to implement a free and fair allocation of lands to benefit all parties, which led to corruption and the continuous issuance of illegal ownership documents. Therefore, it cannot be concluded that land ownership is a sustainable means for the citizens to maintain their ownership; the fact the state only perceives land ownership in light of promoting the capitalist economy brings about the absence of systematic monitoring system by the state to ensure free and fair land ownership.
