Juvenile delinquency is partly the result of indecent information on the internet which is harmful or unsuitable for children. This research finds that, in Thailand, the existing laws do not cover and cope with all issues involved. Besides, they are ineffectively enforced due to lacking of understanding and the obscure and duplicate power and function of the authorities. Consequently, the indecent information still appears on the internet and children could access without appropriate monitor and control. These cause children, who are inferior and immature, be exposed to the negative effect to their development and behavior that might cause the juvenile delinquency. Many countries lay down measures to protect children from indecent information on the internet. For example, European Union created the Safer Internet Plus Programme to prevent against illegal content and to promote safer use of the Internet and other online technologies, particularly for children. The measure includes hotlines, filtering software, rating system and self-regulation. In the United State of America, Australia or the Republic of Korea, also, lay down the monitoring measure to protect children from indecent information on the internet by specifying what is indecent information for children and using specific measure to deal with it. This research proposes that there should be the criminal measures related to the access of indecent information for children, covering issues of internet users, contents and service providers. Also, a new institution authorized should be established, to be in charge of monitoring indecent information and coordinating with other agencies. With these, children’s well-being, both in development and behavior, could be protected from information on the internet that is indecent for them and would lead to the reduction and prevention of juvenile delinquency.
