The purposes of this research were to 1) study opinions of specialists and personnel experienced in performance indicators of educational technology centers in higher education institutions. And 2) develop performance indicators for educational technology centers in higher education institution. The research methodology combined both qualitative and quantitative research. The qualitative method comprised in-dept interview with nine administrators in higher education institutions and three specialists with educational technology audit background to obtain system-based performance indicators. The quantitative method comprised opinion questionnaire survey with two sample groups: nine educational technology specialists and 54 personnel working in educational technology centers in higher education institutions. The data were analyzed by content analysis method, frequency, percentage, mean standard deviation and coefficient of variation with SPSS for windows. The research findings were: 1. The Specialist identified 481 performance indicators from 488 indicators for educational technology centers in higher education. The educational technology center personnel considered 455 performance indicators from 481 indicators. 2. The performance indicators for educational technology centers which are system-based and compatible with 19 tasks of administrative affair, academic affair and service affair. The 120 administrative performance indicators included 1) 22 general administration services indicators 2) 20 supplies service indicators 3) 16 personnel administration indicators 4) 21 planning and management indicators 5) 17 finance and budget indicators and 6) 24 communications and public relations indicators. The 145 academic performance indicators included 1) 25 educational technology training indicators 2) 26 research and development indicators 3) 18 educational technology consultation indicators 4) 22 quality assessment indicators 5) 27 instructional design and development indicators and 6) 27 instructional media design and development indicators and The 190 service performance indicators included 1) 36 graphic production service indicators 2) 37 digital production service indicators 3) 32 e-Learning production service indicators 4) 28 instructional media and audiovisual equipment service indicators 5) 20 classroom and computer lab service indicators 6) 17 maintenance service indicators and 7) 20 convert system and media duplicate service indicators.
