The purpose of this thesis is to study the problems and obstruction of implementing on the rules of procedures of the Thai parliament. The study focuses on the problems that occur during the parliament session as a result of the rules of procedure which do not fully support legislative authority to conduct the assembly, follow the legislative process and examine the public administration that affects the efficiency of the legislative body. This research compares the rules of procedure of the Thai parliament with foreign parliaments. The conclusion of this study is aimed at finding ways to improve the rules of procedure that will boost the efficiency and effectiveness of the parliament session. The result of this study shows that there are several obstacles to following the rules of procedure of the parliament session. For example, the rules of procedure are effective for only the legislative body and therefore cannot control or set a penalty for outsiders or outside organizations, resulting in the obstacle to the legislative body to exercise its authority. Other obstacles are the ambiguity of the examination process, the leadership skills of the assembly president and the disciplines of the members, the lack of proficiency and care amongst the members to study the rules of procedure, and the intervention of influential persons to negotiate for their benefits. Furthermore, insufficient time of the sitting leaves a great number of bills, interpellations and motions to be considered. There are also a delay in the meeting, a lack of quorum and a protest requesting for a quorum count which is frequently used as a tactic to attack the opponent, the agenda arrangement that is not put in order, the assembly president’s authority to make a decision and order that may arouse criticism over injustice, a request for rearranging the agenda that causes confusion in the meeting, the tardy legislative procedures, a lack of mechanism to support legislative works, an excess of members of the standing committee as well as the conflicts of power and duty, the procedures of making a reply to the interpellation and the verbal interpellation that are not in line with the constitution. As problems mentioned above, the rules of procedure of the Thai parliament session should be improved with the mechanism that supports the legislative body to perform the duty more efficiently. This study shows the advantage of applying some rules of procedures of the foreign parliaments to the Thai parliament in a bid to pave the way for developing the working system of the Thai House of Representatives to be in line with the current constitution of which purpose is to reform the working system of the Thai parliament and balance the power between the legislative and the administrative bodies.
