การจัดหา และพัฒนาพื้นที่สวนสาธารณะในเขตเทศบาลนครเชียงใหม่ / นิเวศน์ พูนสุขเจริญ = The allocation and development of public parks in Chiang Mai Municipality / Nivej Poonsukcharoen
The thesis objectives are : 1) to study the general conditions of public park including demand and people's opinion toward the public park. 2) to study the influences and the service radius. 3) to analyze the suitable location for developing new public park. 4) to propose the allocation for development of public parks guidelines overlay technique and weighting method providing in geographic information systems (GIS) where 6 spatial variables has been rated. The results of the study found that a large number of users go to the public park especially in the evening. And the majority of users tends to spend their time by working out and lives in the service area of each public park. When considering the problem conditions of the public park. If found that the existing public parks are deteriorated, disregarded in facilities, lack of attractive activities and unwell-known. Moreover, this study found that the neighborhood, community and district public parks have the radius of services 0.8, 2 and 4 km , respectively. When analyzing the service area of the existing public parks, it hasn't covered the urban the yet and some areas are lack of servicer and needed to be allocated additional public parks. The allocation for development of public parks City Plan Agenda Thailand (1975) measurement considered the demand of public park's location size and total standard population 2.5 Rai : 1,000 persons. This study found that all districts in Chiang Mai Municipality except only Chang Peuk District needed to be allocated additional sites for 196 Rai. Considering from the potential land 123 plots satisfied by Geo-informatics and Space Technology Development Agency (Northern)'s database and adapting aerial photograph in January, 2005 to weighting from the specialists and give the score point in variable factors. These factors are the demand sites, the population density, the vacant land, the land possession, the number and types of accessible road. The result of this analysis has been for 3 levels : the highest ,medium and low suitable site. After that reconsidering the highest and the medium potential plots concentrating on the factor of the demand site and land ownership. It found that there are 12 plots which are suggested to develop (the highest score). The total required area are 198 Rai : 3 community public parks and 9 neighborhood public parks. When all these sites are considered together with the existing public parks, there are enough area to the standard and the service radius could serve to cover Chiang Mai Municipality's requirement. Furthermore, the additional plot can be provided by law measurement that are City Plan Act, Land Allocation Act, Environmental Promotion and Conservation Act ,Building Control Act , etc. All these laws have specified land allocation for safety or environmental conservation while the vacant land referred in these law haven't been specified directly for developing the public parks. However, this vacant land can be developed to be recreational areas for neighborhood besides the public parks. Besides the result of existing conditions problem conditions, people's behavior in using the public parks and the potential of public parks, this study recommended to renovate the existing public parks concentrating on their services and facilities by adding the activities to attract the utilization of the public parks. Moreover, the public park should be more decorated and kept safety along with using the public inform to be more well-known.
