This study adopts two methodologies. Firstly, in quantitative research, the sample consists of 470 small-scale farmers using questionnaires. This methodology has the following objectives: 1.To study factors influencing the participation of small-scale farmers in the pilot project of sustainable agricultural development. 2.To study changes taken place after small-scale farmers participate in the pilot project The analysis finds that factors influencing small-scale farmers’ participation in the project are age, level of education, income, contacts with project coordinators, opportunities to get budget support, opportunities to visit success cases, attitude and confident in the project In contrast, family size is not factor influencing small-scale farmers’ participation. Secondly, in qualitative research, the sample consists of 50 small-scale farmers participated in the pilot project. The main objectives are to study paradigm change in learning and group process in terms of : production, resource utilization, community participation and use of local knowledge. The analysis finds that after small – scale farmers participated in the project, they adjusted their production process, resource utilization and use of local knowledge. But community participation has not been improved since participants in the project maintain their livelihood in diverse locations. Community participation could not be developed.
