The purposes of this research were : 1) to study theories regarding sports public policy formulation; 2 ) to study the context, the process, and policy makers of sports public policy in Thailand; and 3 )to study the relation between sports public policy formulation in Thailand and maintaining of national security. The hypotheses of this research were the following: 1) Sports public policy formulation in Thailand before the beginning of the First National Sports Development Plan was in accordance with Elite Model of public policy; and ever since the First Plan, it has been in accordance with Incremental and Group Models. 2) Sports Public Policy in Thailand is partially for the purpose of national security upholding. In particular, before the First National Sports Development Plan, the policy was mainly for the sovereignty dimension of national security, while after the First Plan, it has been mainly for the social dimension of national security. The study found that the sports public policy formulation has been in accordance with the Elite and Incremental Models both before and after the First National Sports Development Plan. However, although elites have played important roles in both time periods, various groups in the form of non-state elites have also had increasing roles. Also, with respect to the second hypothesis, the Thai sports policy formulation has helped maintain and further national security within the sovereignty dimension in both before and after the First National Sports Development Plan. But its importance in the social dimension of national security has increased tremendously after the First Plan.
