This thesis investigates approaches for setting up an open area test site (OATS) for pre-compliance electromagnetic compatibility test. The test site is set up in an area where noise levels at all frequencies do not comply with standard. The size of the ground plane is smaller than the standard size and obstruction exists in the surrounding area for test site setting. This leads to multipath that affects emission test measurement. The approach limits the propagation multipath effects by using the time domain gating. A hybrid Method of Moments (MoM) / Uniform geometrical Theory of Diffraction (UTD) is used to calculate the Normalized Site Attenuation (NSA) of the finite ground plane OATS. Results from simulations show that the ground plane size can be reduced by 52.92 %, 85.57 % and 95.19 % when compared to CISPR 16-1 for the 3 m, 10 m and 30 m test distance respectively. The experimental results agree well with calculation results for the 10 m test distance case. The consideration of extreme noise level (or risk noise level) is by extreme value theory (EVT). It is also found that time domain gating helps improve the OATS performance.
