To evaluate the educational provision projects based on the government and private sector partnership approach by using the qualitative methodology. We can separate the evaluation into 3 timeframes 1) Pre-Project Evaluation - in the field of environment and input 2) In-Process Project Evaluation - in the field of an operation 3) Post-Project Evaluation - in the field of products and outcomes. The evaluation is based on the educational partnership approach which includes 3 main characteristics 1) collective purpose 2) impartially work, trust, and mutual responsibility in the outcomes 3) systematic procedure. The researcher spent 4 months in participant and non- participant observation, formal and informal interview, and focus group interview. Also, the researcher applies the methods of a conclusion making, an induction analysis, and a classification of information. From the research, we can conclude that: The outcomes of a co-working based on the governmental and private sector partnership approach are as followed: 1. Pre-Project Evaluation 1.1 Environment: Project background, objectives, methodology, and the target group selection have all the elements of partnership approach: the collective purpose, the impartially work, and the systematic procedure. 1.2 Input: The government and private sector cooperate in considering the environmental, staff, curriculum format, behavioral ordinance format. This precisely follows the partnership approach except in the field of budget decision to which only the private sector has a power. 2. In-Process Project Evaluation : In the operation process, the government and private sector are able to cooperate based on the partnership approach. This includes working procedure, arranging the activities, controlling the operation, and following the outcomes. 3. Post-Project Evaluation 3.1 Product: The government and private sector cooperate only in the concepts of collective purpose and systematic procedure. They cannot reach the concept of impartially work because the government has more power on studies of the students, whereas the private sector has more power on works of the students. 3.2 Outcome: The government and private sector are able to cooperate based on the partnership approach in the process of making changes in result. However, in the field of solving problem, they cooperate only in solving the scholarship students' behavioral problems. The problems occurring inside each own organization are not in control of their mutual decision.
