The study aimed at analyzing performance indicators for establishing faculty development plan and to develop human resource information system for faculty development in teaching, doing research, academic works, academic services and in follow-up faculty development. Sample of the study were deans and faculty member from Chulalongkorn University and King Mongkut’s University of Technology Thonburi (an autonomous universities) classified into 4 disciplines as physical sciences, health sciences, social sciences, and humanities. The subjects consist of 351 faculty member from stratified random sampling and the selected deans from 10 faculties. The data were gathered by using questionnaire and structured interview which were analyzed by mean, standard deviation, coefficient of variance, factor analysis and frequency. The processes of verifying the faculty development plan and testing information system were treated as case study at the Faculty of Education, Chulalongkorn University. The results revealed that the instructors’ needs for the most faculty development were 1) skills for encouraging student’s problem solving and asking question performances; 2) principles for using students’ authentic assessment’ 3) new techniques for measurement and evaluation; 4) techniques for writing research proposal and research project planning; 5) research findings distribution resources; 6) research grants’ resources; 7) guidelines of academic writing for society; 8) guidelines of writing academic articles for solving society’s problems or leading society to alternative directions; and 9) guidelines for writing critical articles and for criticizing articles. For the supports needed from the universities for faculty development were 1) lectures by experts in specific areas; 2) scholarships for further study; 3) academic sabbatical leave with payment; 4) networks of resources for academic exchanges; 5) collaboration with private sectors in and out of country; 6) research grants for new faculty member and funding for international conferences; 7) opportunities of working with senior faculty member who are experts in academic services; 8) providing conferences/seminars/workshops for enhancing faculty member’s academic service function; and 9) survey faculty member’s needs in each area for enhancing their academic service function. According to the variables related to faculty development consisted of 16 composite indicators in the order of factor loadings, from high to low according to faculty’s needs and supports from universities. These indicators were grouped as projects in faculty development plan and after verifying with selected group of administrators and faculty member as a case study, the 17 projects were established, namely 1) In search of research topic/project, 2) Guideline for doing research, 3) Website for research promotion, 4) Website for research resources, 5) Curriculum development, 6) Enhancing effective teaching, 7) Student evaluation, 8) Production of academic work, 9) First step of academic service, 10) Enhancing academic work skills, 11) Enhancing communication skills 12) Consulting, 13) Working with mentor/professor, 14) Working together, 15) Searching for mentor/professor, 16) Discussion with expert, and 17) Project management-budget-time. All of these projects with suggested activities were responsible by a center at university level named Center for Professional development in Higher Education which works closely with a faculty development unit in each discipline. The faculty development information system tested in this study was composed of sub-systems, namely faculty member background, teaching load, research product, academic work, and academic service, professional progress, searching for mentor/professor, and budgeting for faculty development.
