ธรรมาภิบาลในความหมายของภาครัฐ เอกชน และประชาชน : กรณีโครงการโรงไฟฟ้าพลังความร้อนถ่านหิน "หินกรูด" / ชาติชาย นรเศรษฐาภรณ์ = Governance from the perspectives of government, private sector and civil society : a case of "Hin Krut" coal-fired power plant project / Chartchai Norasethaporn
The objectives of this dissertation are: to study the evolution of the concept of governance in Thailand from the perspectives of government, private sector and civil society through the case of "Hin Krut" coal-fired power plant project; utilize governance as a concept to highlight the "Hin Krut" project; and to develop operational models and theoretical suggestions for the concept of governance in Thailand. The researcher applies governance's eight components, which were integrated from existing body of knowledge on governance. The eight components of governance framework are rule of law, responsibility, transparency, accountability, efficiency and effectiveness, participation, equity and inclusiveness, and consensus oriented. The research results indicate that "rule of law" is the most important component from the perspectives of government actors. From the perspectives of the private sector both "rule of law" and "efficiency and effectiveness" are the priorities. On the other hand, the civil society considers "participation" as the heart of governance. The main lesson learnt from this case indicates that it is crucial that the civil society should have a channel to participate in every process of project formulation and implementation.
