Studies the faculty research culture in public higher education institutions about the beliefs, attitudes and values toward research, studies the current research policy, research administration, support factors and research outputs and sets the strategies for developing faculty research culture. Data collection was by means of interviewing and questionnaires to sample groups of 9 administrators and 1424 faculties in four disciplines: humanities, social science, biological science, and science and technology. Five public universities were selected as a geographically representative sample. The strategies were set by analyzing the university environment, discussing by the expert seminar and criticizing by the experts. The results showed that the current faculty research culture was not appropriate for research activities. With the excuse of having limited time, most faculties paid more attention to teaching than conducting research. Although most universities had policies and goals in becoming research universities, it was found that there was a lack of effective research administration. Moreover, there were very few skilled researchers, and they preferred to conduct research individually rather than as a team. Most research outputs were fragmented ; quite a few of them were inter-disciplines. For a large extent, research outputs did not respond to the actual user needs. The strategies for developing faculty research culture consisted of research policy, research administration, allocation of research resources, and research outputs. These strategies were suggested in both overall and specific bases of every discipline by developing faculty research culture in two levels-the faculty level and the institutional level. At the faculty level, they are encouraged to perceive positive attitudes toward as well as to appreciate the values of doing the research and make it part of their university faculty lives. For the institutional level, an academically active environment should be created to strongly foster research conducts.
