To analyze the factors affecting the effectiveness of the schools using English as a medium of instruction by studying the factors and validating with the experts in the Delphi Technique process. The results can be summarized as follows. There were 12 factors affecting the effectiveness of the schools using English as a medium of instruction and the most important items of each factor are as follows : 1) Organizational Structure : Formulation of roles, functions an co-ordination. 2) Organizational Technology : Technology for management and co-ordination within schools. 3) Organizational Culture : Culture transmission by staff training and development. 4) Organizational Climate : Teamwork relation. 5) Perception of Personnel : Roles, function, and rules. 6) Attitude and Value of Personnel : Determination to make a success. 7) Personality of Personnel : Personnel processing appropriate professionalities. 8) Learning of Personel : The continuous and constant learning process for self-development. 9) Motivationof personnel : Job assignment appropriate to individual personality. 10) Strategic Analysis : Aims conforming to resources. 11) Strategy formulation : Setting up objectives both in Thai and English to conform the aims of schools 12) Strategy Implement : The selection of personnel with qualification and checking and following up the use of school budgetay provision. The experts agreed that all factors affected the effectiveness at high and highest levels, except that only the factors relating the personality of personal did not have any effects on the highest level.
