Summary: A large number of actions and policies could help to enhance the benefits of commodity production and trade for developing countries. These policy conclusions and recommendations are grouped here in three areas: (a) policies with regard to the general state of the world commodity economy (which corresponds most closely to the traditional domain of international commodity policy discussions); (b) policies specific to improving the domestic framework for commodity sector production, processing and trade, specifically in the light of market liberalization (these fall under the responsibility of Governments, but international organizations can provide valuable assistance, including in facilitating the transfer of expertise and experience among countries); and (c) policies with regard to the "nuts and bolts" of international trade, where certain conditions are necessary before developing countries can really benefit from globalization (an area where international support will in many cases be necessary)
