SUMMARY

Abstract: Volume II focuses exclusively on the issue of financial and non-financial services for SME development. The collection clearly challenges the common belief which holds that access to finance is all entrepreneurs need to succeed. The emphasis on non-financial services argues instead that finance is necessary for SME development, but not sufficient, and that non-financial services, if correctly provided, can play a key complementary role to credit. Section (i) of the volume analyses the set of core principles which have recently emerged in the international donors community around what should be considered the basic goals and performance criteria of business development services interventions. Section (ii) analyses the most efficient ways to encourage the development of SME loan capital, new innovative mechanisms and instruments to meet SME credit and equity needs, and how to improve existing financial institutions ability to construct profitable SME lending programmes.
