SUMMARY

Abstract: The paper shows that the distribution of the benefits from the GSP is greatly concentrated, and the share of LDC beneficiaries in total imports receiving preferences remains low. GSP preferences on agricultural products should be preserved and enhanced. As regards industrial goods, in addition to expanding product coverage and increasing the depth of tariff cuts, one concrete way to increase the real benefits obtained by beneficiaries would be to simplify and harmonize the rules of origin. Finally, it is important to continue and to strengthen activities of technical cooperation to increase awareness and understanding of the operation of the various GSP schemes. [English only]
