Abstract: This issues paper addresses both financial and non-financial support measures for SME development. Chapter I focuses on a set of guidelines illustrating best practices in the delivery of non-financial services, or business development services (BDS). The paper identifies major constraints undermining SMEs competitiveness in developing countries, and highlights the way in which technical and consultative services should be delivered in order to overcome these obstacles. Special attention is paid to effective mechanisms to help SMEs accessing and upgrading technological know-how, and to the new challenges arising from rapid developments in information and communication technologies. Chapter II concentrates on financial issues and analyses key obstacles to access credit, practical solutions that have already been identified and additional measures that could complement existing financial services. The need for a concrete mechanism linking the provision of financial assistance to the delivery of non-financial services is the leitmotiv undergoing the whole issues paper
