Abstract: This issues paper reviews the current mandates of UNCTAD in the area of enterprise development and internationalization. It suggests a series of topics which the Commission on Enterprise, Business Facilitation and Development might wish to take up during the next four years leading to UNCTAD XI. The four topics identified explore ways and means for Governments and international organizations to promote the survival and competitiveness of domestic firms, by targeting foreign investors who are likely to develop linkages, by use of innovative financial mechanisms, by adopting enterprise policies which are consistent with international commitments on trade and investment, and by assisting SMEs to acquire information and communication technologies to enter global markets
