SUMMARY

This report was prepared as a background document for discussion at the Expert Meeting on Trade and Investment Impacts of Environmental Management Standards, Particularly the ISO 14000 Series, on Developing Countries, held from 29 to 31 October 1997. The report examines issues for discussion at the meeting, including the operation of environmental management systems (EMS), the costs and benefits of EMS standards and their trade and investment effects. It further considers the case of small and medium-sized enterprises, experiences with the implementation of ISO 14001 in developing countries and the needs of developing countries with regard to policy choices, implementation of EMS standards and areas for future work
