This research aims at studying social impact of the economic crisis in terms of social capital in urban communities through Social Investment Fund (SIF): Menu 5 emergency community welfare for the vulnerable groups. The poor in urban communities usually lack opportunities and do not have access to government welfare programs. The objectives of the research are: 1. To study effects of social capital in the form of people's relation in slums and mutual help in community activities among people. 2. To study community organization and community network and how SIF leads to the increase of social capital. 3 To study the characteristics of social capital that brings about community empowerment. Three main concepts of the research are: 1. social capital 2. Community empowerment and 3. social network. A ca se study of Bang Sue Pattana Savings Group Network, formed by 14 saving groups, is chosen for the study and Rama VI Community is selected as ca se study. Research findings indicate that social network is com posed of pluralistic relationship among community members. These relationship are essential social capital for members in urban communities which can be seen in exchange in mutual system. With this type of relationship, community members can survive crisis. Moreover, since community members value good credits and trust 1 these values function in supporting welfare funds in the community. At the network level, while cooperation among members can be observed as positive impact, factions and conflicts are seen as negative impact.
