This thesis studies political conflicts and power relations in the Kampuchean coalition government in the context of the country's security policy towards Thailand. The temporal focus of this study is from 1993 to 1997. Based on the analytical framework of governmental politics, this thesis finds that security policy of Kampuchea during the above period was shaped by political conflicts and power relations between two major coalition partners in the government : the Funcinpec Party led by the First Prime Minister Prince Norodom Ranariddh, and the Cambodian's People's Party (CPP) led by the Second Prime Minister Hun Sen. These two political parties had previously fought each other during the civil war, and actually applied different policies. However, when the Funcinpec and the CPP entered into a power-sharing agreement after the election sponsored by the United Nations in 1993, they had to compromise their differences and mediate both personal and party rivalries so as to maintain the overall stability of the coalition government. The direction of security policy of Kampuchea towards Thailand was also a result of the compromise and the sharing of political power between decision-makers of the Funcinpec and the CPP. The Funcipec was known to have a relatively friendly position toward Thailand while the CPP used to stand against Thailand over issues during various the civil war. But in general the compromise and the sharing of power between the Funcinpec and the CPP had improved security relations with Thailand.
