Accidents from road traffic in Thailand has a high occurring rate as shown in The B.E. 2542 report of the Office of National Police: 67,786 accidents 10,240 lives loss; 12,054 seriously injured; 35,709 minor injury. The result of study showed that one of the major cause of traffic accident is the law on safety protection is still lacking: it has no provision on passenger other commuter and the behavior of the driver for instances it does not have provision on using mobile telephone while driving, the road signs are not of the same standard for the whole country, the speed limits is still not suitable, there is no law on the standard of tire for motor car. On the protection of the car passenger there is no separation of child passenger from adult to allow particular protection for child passenger. There is also no law on forbidding a driver from drinking while he is driving. There is no law on minimum age for possession and consumption of alcoholic drink. In addition, there is no legal sanction for the possession of alcoholic drink when one is driving. Thailand still does not have the above national law for safety of car users the high rate of road accident is inevitable and bring losses to the country and adversely affect the prosperity of the country. Should there be the national laws to guard the safety of car users the road accidents will certainly decrease.
