The research describes the Thai-U.S. relations regarding the development of cooperative organizations in controlling and fighting against drugs and narcotics in 1987-1997. The author aims to study the bilateral policy that indicates Thai-U.S. cooperation in solving drugs and narcotics. The policy was initiated when the U.S. revised the issues on domestic stability whereas Thailand changed the political policy, concerning the minority along the border. According to the U.S. policy, the vision of domestic stability, enforced by the powerful military, portrays the effort to sustain sovereign power. At present, however, the U.S. takes on human development as a potential power. On the study of Thailand, the policy in the past supported the minority groups along the borderline in order to obstruct the opposing political ideology. In contrast, the present policy shifts to focussing on diplomatic relations with neighboring countries. In addition, Thailand has become cooperating with Myanmar in drugs and narcotics control on the large source called "The Golden Triangle". Regarding the mutual support, the U.S. try to eliminate the transit route of drugs and narcotics with a good cooperation from Thailand. The U.S. also contributes to Thailand a great support. Therefore, the policy to develop cooperative organizations is coherent and mutually supportive. Consequently, during these particular years (1987-1997) the cooperation between Thailand and the U.S. enhanced the effectiveness of solving drugs and narcotics problems.
