This descriptive cross-sectional mail survey was employed to evaluate the impact of measures of drug management system reform in hospitals under provincial division, ministry of public health. The measures were followed the master plan of good health at low cost. The study also investigated the outcome indicators of four measures by analyzing the progress reports from these hospitals. This research was done her ending the drug management system reform treasures in 1998. The responses rate was 89% (n 92). Research showed that in the opinion of head of pharmacy department strongly agree on two measures i.e. 1) drug selection criteria. 2) Monitoring and drug use evaluation and strongly disagree on the use of self-revenue ratio to purchase the essential drugs. The respondents felt reluctant to agree with the rest of the measures. They agreed that these measures could save the drug budget however, they were not certain that the measures would accomplished its purposes. From analyzing the secondary data, we found at the number of hospitals which could comply to the measures as shown by following outcome indicators. 1) 86 hospitals (93.4%) were able to follow the number of drugs on each individual’s list.2) 37 hospitals (40.2%) were able to flow the ED/NED radio on their drug lists. 3) 5 hospitals (10.0%) Self-revenue rate to purchase the essential drugs. 4)24 hospitals (64.8%) could maintain two-month drug inventory turnover (average 1.7 month). 5) None of them could follow group purchasing measure. Although the respondents did not agree to use measures, the result of analyzing the secondary data showed almost all of the could comply to most measures.
