การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและพัฒนาระบบสารสนเทศเครือข่ายอินเทอร์เน็ตเกี่ยวกับ นักวิชาการทางการอุดมศึกษาของประเทศในเขตเอเชียตะวันออกเฉียงใต้ เพื่อประเมินประสิทธิผลระบบสารสนเทศที่พัฒนาขึ้น และเพื่อประเมินความพึงพอใจที่มีต่อเว็บเพจ (Web page) ของระบบสารสนเทศ โดย การพัฒนาระบบสารสนเทศดังกล่าว ผู้วิจัยได้ยึดรูปแบบการพัฒนาตามขั้นตอนการพัฒนาระบบสารสนเทศแบบวงจรชีวิต (The System Development Life Cycle Model) โดยการศึกษาและวิเคราะห์ระบบงาน ปัจจุบัน ความต้องการในรายละเอียดของนักวิชาการ เพื่อจัดทำแบบข้อมูลนำเข้า รูปแบบรายงาน และแนวคิดในการนำเสนอรายงานบนเครือข่ายอินเทอร์เน็ต ออกแบบภาพรวมการทำงานของระบบ ตารางโครงสร้างข้อมูลพัฒนาโปรแกรมที่ออกแบบด้วยโปรแกรมสำเร็จรูป Microsoft Access 97 ภายใต้การทำงานของระบบ Windows 95 ทดสอบระบบที่พัฒนาขึ้น จัดทำคู่มือการใช้ระบบสารสนเทศ สาธิตการทำงานของระบบ และทดลองใช้ระบบสารสนเทศเป็นเวลา 2 เดือน โดยผู้ปฏิบัติการของ SEAMEO RIHED หลังจากนั้นผู้วิจัยจึงทำการประเมินประสิทธิผลของระบบสารสนเทศ ผลของการประเมินประสิทธิผล พบว่าผู้ปฏิบัติการของ SEAMEO RIHED ส่วนใหญ่มีความเห็นว่าระบบสารสนเทศมีประสิทธิผลทั้งในส่วนของข้อมูลนำเข้า (Inputs) กระบวนการทำงาน (Process) และผลลัพท์ (Output) สำหรับผลของการประเมินความพึงพอใจของนักวิชาการทางการอุดมศึกษาที่มีต่อเว็บเพจ (Web page) ของระบบสารสนเทศที่นำเสนอรายงานข้อมูลนักวิชาการบนเครือข่ายอินเทอร์เน็ต ภายใต้โฮมเพจ (Home page) mis.mua.go.th/rihed/rihed.html พบว่า นักวิชาการทางการอุดมศึกษามีความพึงพอใจเว็บเพจ (Web page) อยู่ในระดับมาก (x̅ = 4.22, S.D. = 0.54) โดยมีความพึงพอใจในลำดับสูงสุดต่อประโยชน์ของข้อมูลนักวิชาการที่มีอยู่ในเว็บเพจ (Web page) ของระบบสารสนเทศ
The purpose of this research was to design and develop an internet information system on higher education scholars in Southeast Asian countries, to evaluate the effectiveness of the system and to assess the higher education scholars’ satisfaction in using the information system on the web page. The internet information system was based on the System Development Life Cycle Model. In developing the system, the researcher started by studying and analyzing the target scholars’ jobs and other details. Then the input form, report form and presentation view on the internet were designed. The functional system overview, file and database structure were developed. The software program used in designing and developing the information system was Microsoft Access 97 on windows 95. The user’s manual was prepared. Later, the software implementation was tested and demonstrated at the SEAMEO RIHED for a period of two months. After that, the researcher evaluated the effectiveness of the information system. The majority of users agreed that the system had effective inputs, processes and output. The information system was then posted on the internet <mis.mua.go.th/rihed/rihed.html> home page. The level of satisfaction on the web page of scholars who used the web was found to be at a high level (x̅ = 4.22, S.D. = 0.54). The usefulness aspect of the web page was ranked at the highest level.
