To develop an area without any planning for relationship among urban basic structure systems reflect a haphazard growth. Lopburi Municipality is a high potential area to be developed as one of reginal tourist centers. There are many important historical and religious places, but lack of controlment for the surrounding area Lopburi Municipality now faces with unsuitable mixing use of land and over crowded population in the old town area. The characteristic of Lopburi Minicipality can be devided into 2 parts: 1. Area of the old town, covers about 20% of total municipal area. 2. Area outside the old town, with low population density, new business gone and government center. This research is to study in order to find out guidelines for development. The study was undertaken by collecting data of both primary and secondary sources. Then analysed the environment and suitability including the tendency of the important factors which indicate the direction of Lopburi Municipality policy development plan. Lopburi Municipality contains many ancient places which can be developed as tourist center, and most of commercial activities base on retail sector. The population density of the municipality is very low while the surrounding area are fecund agricultural land. The objectives of the development are:- 1. To develop Lopburi Municipality as a historical tourism city and as a provincial tourist centre for the near by cultural and natural tourist places. 2. To conserve and improre the historical areas and their neighborhoods in order to increase local income from tourism. 3. To develop Lopburi Municipality as a provincial service centre for agricultural equipment and small scale business, and as national 6th educational region centre. 4. To encourage population growth on the last side of the northern railway line. 5. To slow down the community growth on the west side of the northern railway line, so called “the old town”. 6. To increase municipality income to fulfill community development programmes. 7. To enlarge the provision of social service and infrastructure system with regard of suitability of the local situation. The stated objectives of the Development Plan would make Lopburi Municipality play more roles on tourism and have historical value as well as natural seenery value. On the other hand the development plan will encourage a systematic growth on the outer area next to the old town.
