การศึกษาเปรียบเทียบการจัดการสวัสดิการของการไฟฟ้านครหลวง และการประปานครหลวง / เสถียร เตชะบรรณะปัญญา = A comparative study on welfare management of Metropolitan Electricity Authority and Metropolitan Water Work Authority / Sathian Techabanapanya
The purpose of this thesis was to study and to compare the welfare management of Metropolitan Electricity Authority and Metropolitan Water Works Authority. The study emphasized the rights of employees of both state enterprises in receiving welfare security, knowledge and understanding about reles and regulations in applying for welfare security and levels of satisfaction towards benefits from various welfares. The research was performed through studying of secondary data derived from documents such as; personnel management manuals, regulations and statements concerning welfare security. Whereas, the primary data were collected from questionnaires distributed to employees assuming positions of department directors down words to workers of both state enterprises. The analysis of primary data was done through 594 sets of completed questionnaires, consisted of 358 sets of questionnaires from employees of Metropolitan Electricity Authority and 236 sets of the same from employees of Metropolitan Water works Authority. The results of the research revealed as follows : 1.The Comparative study revealed the the rights of both state enterprise's employees in receiving welfare security 13 categories were equal such as living expenses, maternity fees, legal counseling, medical coverage for public hospitals, funeral expenses and so on. Then were 16 categories of which the Metropolitan Electricity Authority's employees had got better benefit than those of the Metropolitan Water Works Authority's employees such as real estate loans, free electricity, free transportation, health check - up, bonus and so on. And, there were 8 categories of which the Metropolitan Water works Authority's employees had got better benefits such as child's scholarships, medical coverage for private hospital, private leave, sick leave and so on. 2.The evaluation of the tests on knowledge and understanding of rules and regulations in applying for welfare security in both state enterprise revealed that ; 50% or more of Metropolitan Electricity Authority's employees were able to give the correct answers for 16 out of 24 categories such as medical coverage for public hospitals, real estate loans, health check - up, funeral expense, cremation expenses and so on. For the rest 8 categories, less than 50% of employees could give the correct answers such as medical coverage for private hospitals, maternity fees retirement benefits and so on. On the other hand, the tests of knowledge and understanding on 24 welfare securities' rule or regulation revealed that ; 50% or more of the employee's Metropolitan Water Works Authority were able to give the correct answers of the tests for 19 categories such as medical coverage for public hospitals, child scholar ships, child care expenses, health check - up and so on. While for the rest categories, less than 50% of the employees could give the correct answers such as medical coverage for private hospitals, retirement benefits, funeral expense and so on. 3.The analysis on levels of satisfaction of employees towards the benefits from welfare securities revealed that ; out of 25 categories, the Metropolitan Electricity Authority's employees had moderate satisfaction on 11 categories such as medical coverage, child care expenses free electricity, free transportation health check - up, retirement benefits and so on. And, were highly satisfied on 14 categories of the welfares such as living expenses, child's scholar ships, maternity fees real estate loan, counseling service and so on. Whereas, the analysis of satisfaction of the Metropolitan Water Works Authority's employees revealed that ; out of 22 categories of the welfares, the level of employee's satisfaction were moderate on 14 categories such as living expenses, child care expenses, maternity fees, real estate loans, medical services and so on. While, they showed less satisfied on 6 categories such as free water, health checkup, library services journal services, regal counseling and so on. And, impress highly satisfied on the rest 2 categories such as medical coverage and medical service. 4. From the analysis of opinions concerning the suitable of welfare management, it was found that ; out of 22 categories, 50% or more of the Metropolitan Electricity Authority's employees had viewed that the welfare management of only 7 categories was suitable such as child care expenses, maternity fees, free electricity, bonus and so on. Whereas, for the rest 15 categories, less than 50% of the employees had viewed that the welfare management was suitable such as medical coverage, child's scholar ships, free transportation, low rent accommodation and so on. One the other hand the analysis of opinions of the Metropolitan Water Works Authority's employees revealed that out of 19 categories, 50% or more of the employees had viewed that the welfare management of only 2 categories was suitable such as maternity fees and sick leave. While on the rest 17 categories, less than 50% of the employees had viewed it as suitable such as medical coverage, child's school fees, child's scholar ship, free water, free transportation, funeral expenses and so on.
