The Purposes of the Study : 1. To analyse the opinions of the teachers in northeastern region on the roles and activities of Teacher Institue 2. To study the opinions of the teachers on the problems concerning Teacher Institute with focus on its roles and activities 3. To study the needs of the teachers concerning the roles and activities of Teacher Institute 4. To compare the opinions of the teachers with different functions and academic degrees on the roles and activities of Teacher Institute Research Methods : Three types of questionnaires constructed by the researcher were used for data collection; they are multiple choice, rating scale and open-ended. The questionnaires were pretested before actual distribution to selected samples in northeastern region. The researcher employed a stratified random sampling teachnique to draw 20 percent of population concerned to include in the study. Three hundred and forty-five questionnaires were returned of which 342 were completed and usable. After a careful edition, coding and scoring the data were analyzed and presented in the forms of percentages, mean, standard deviation and t-test Research Results : Some of main findings can be presented as followed : 1. On the whole the teachers perceived Teacher Institute operations as ‘having defects.’ Thirty-nine out of 51 activities operated by Teacher Institute were defective, particularly welfare promotion programs. Some of activities were considered ‘good’. These include Death Benefit Programs for follow teachers, Summer Courses for Qualitfication Promotion, Preparation Course for Teachers Examination, Textbooks for Teachers Examination and professional journal publication Wittayacharn and Prachasueksa. Activities considered as having defects were such as tailoring service, land arrangement, summer hosteling, transportation service, and teachers hostel an the provinces. 2. Problems and obstacles faced by Teacher Institute, according to the teachers’ perception, were that the teachers did not pay much interest in Teacher Institute, Teacher Institute were not able to distribute its movements and services to cover most of the teachers in all areas. 3. The teachers need to see that Teacher Institute substantially improve its operations in all aspects namely, welfare promotion, academic promotion and personnel administration programs. The areas that most of the teachers have shown great interest in were academic promotion, welfare promotion and personnel administration programs, respectively. 4. The educational administrators and classroom teachers’ opinions were significantly different at 98 and 95% levels of confidence on 3 out of 51 activities while classroom teachers with different qualifications have significantly different opinions on 10 out of 51 activities at 99, 98 and 95 levels of confidence.
