These students were selected by stratified random sampling technique. All 400 questionnaires sent out were returned; one was incomplete which left 399 questionnaires to be analyzed for this study. The instrument used in this study was a questionnaire constructed by the researcher and divided into two parts: the first part was for personal data of the respondants, and the second asked the students’ perception toward performance according t o their basic values. Data were analyzed by computing percentages, means, standard deviations, and t-test. Research Findings1.The students in the Institute of Technology and Vocational Education obtained an average score for their perception toward performance according to their basic values in all aspects, i.e. between 6.73 and 7.98 from a total 10; this means that the students are more likely than not to behave according to their basic values. 2. There is no significant difference in the perception toward performance according to basic values between male and female students of the Institute of Technology and Vocational Education in all aspects. If we analyze each aspect separately, there is a significant difference at the .05 level on being thrifty and saving; there is a difference significant at .20 level on practicing according to religious values. 3. There is no significant difference in the perception toward performance according to the basic values between the students of the Institute of Technology and Vocational Education who are at the Bangkok Metropolitan campus and those who are in provincial campuses in all aspects. If we analyze each aspect separately, there is a significant difference at the .01 level on self-reliance, diligence responsibility; there is a difference significant at .20 level on being thrifty and saving, and discipline, law and order. Recommendations In order to make the findings of this study useful and put them into action, the researcher recommends that the Institute of Technology and Vocational Education, The Office of the National Culture Commission, the Department of Religious Affairs, families another educational agencies responsible for human resources development, especially the teachers’ colleges, the schools of education, and the University Liberal Arts Departments offering teacher training programs should be aware of the significance and the usefulness of basic values, and they should urgently find ways to instill them in children, youth, students and all Thai citizens. Of all the aspects of the basic values, those which must be urgently instilled in all Thai citizens are adherence to religious teachings, discipline, law and order. There should be some research concerning the students' perception of performance according to basic values in other institutions; other variables should be considered such as intellectual level, family education, occupation and economic status.
