The purposes of this research were to study and compare the importance of the teacher and administrators opinions concerning elementary school tasks in solving problems of school-age youths in the north-east rural areas according to the importance and the actual practices. The subject were 379 teachers and 376 school administrators in the target rural areas for development which were under the authority of the national primary education commission academic year 1984. The subject were selected by using the multi-stage random sampling technique. The research instrument were an observation, questionnaire and an interview recording form, constructed by researcher herself and had already been considered by 5 experts. The data were statistically analysed by using percentage, mean, standard deviation and Z-test. The results has indicated that teachers and administrators gave the importance at the high level to the school tasks on the youth problem-solving in rural areas considering each the school tasks, the finding indicate that teachers and administrators gave the importance at the highest level to the school tasks on the youth problem-solving in rural areas, physical-health, mental-health, intelligence and basic abilities. In the other aspects of the school tasks, teachers and administrators gave the importance at the high level. The opinions of teachers and administrators towards the performance in elementary school tasks were at the high level. Considering each the school tasks, the finding indicate that teachers and administrators’ actual practices in physical-health, mental-health, intelligence and basic abilities were at the high level, profession preparation at the low level. The opinions of teachers towards the performance in elementary school tasks on the school tasks which covered various points of problem-solving were at the high level, but the opinions of administrators were at the low level. a [comparison] of teachers’ and school administrators’ opinions concerning elementary school tasks in solving problems of school - age youths in the north - east rural areas were not different at the .05 level.
