Purpose of the Study. The purpose of this study was to (1) construct The Levels of Moral Reasoning Test and construct The work-sheets for stage ascendancy of moral reasoning which included moral developmental principles based on the Kohlberg theory (2) conduct the moral reasoning ascendancy program and do the follow-up study for the effects of stage ascendancy of moral reasoning for students Pathom Suksa three and four in Wat Kaosalpra school, Watpleng district, Ratchaburi province. Procedures The Levels of Moral Reasoning Test for elementary students was used in this study. After being examined by the 13 experts, the test was used with students who were not the subjects in the study in order to confirm the test reliability. The Alpha coefficient of Cronbach was used, and it was found that the reliability coefficient of the test was 0.793. the second type of instrument was The work-sheets for stage ascendancy of moral reasoning. The subjects were 32 Prathom Suksa three and four students of Wat Kaosalpra school, Watpleng district, Ratchaburi province in B.E.2523. they were nine to eleven years old and using moral reasoning in stage two and three. The students in both the control group and the experimental group were simple randomly selected. The students in the experimental group were training using the level of moral reasoning in stage four for seventeen days. The post-test was given to both the experimental group and the control group. The data were concluded and analyzed by using t-test. Results There was a significant differences at the level .05 and .01 in using moral reasoning stage three and four of the pre and post training in the experimental group. For the pre and the post training in the control group, there was a significant difference at .05 in using moral reasoning stage four. There was no significant difference in using moral reasoning of other stage. The finding indicated that, the training could change the using of moral reasoning from stage three to stage four. Anyhow, this change occurred in both experimental and control groups effected by the development of the child, so it was not clearly presented the difference between these two groups in moral, reasoning gain scores.
