This research is to study the impact of the reduction of Ozone Layer in the atmosphere. Thailand is a party to the Montreal Protocol on Substances that Deplete the Ozone Layer and required to possess legislation that could be efficiently enforceable in this regard. The reduction of the Ozone Layer has negative impact on the Eco-System and could be harmful to the human race, such as Skin cancer, D.N.A. distortion. The Montreal Protocol requires that the parties reduce the Consumption and Production of substances that deplete the ozone layer. By the year 2000, their consumption and production are to be completely phased out. Although several acts are concerning to the Environment protection, they were designed only to prevent loss, harm and suffering to be inflicted upon the general public. But the negative effects from the delectation of the ozone layer are to last for several decades and could cause global harm. The writer is of the view that Thailand should enact the law that could help protecting the environment on the global standard both concerning to the delectation of the ozone layer and on other environmental matters.
