นโยบายการยกระดับราคาข้าวเปลือกของรัฐบาล : ศึกษาการนำนโยบายไปปฏิบัติของจังหวัดนครสวรรค์ / วันชัย มีชาติ = The paddy price raising policy of the government : policy implementation in Nakhon Sawan / Wanchai Meechart
The purposes of this thesis are to describe the paddy price raising policies of the Thai government, the policy implementation methods employed by the Thai bureaucracy, and the factors which account for the implementation success of such policies in Nakhonsawan province The findings are several. Six major factors which facilitate imple¬mentation success are: the nature of government policies, world economy and international rice trading, implementation resources, the characteristics of implementation agencies, coordination and communication networks, and the political environment of the country and Nakhonsawan province in particular. Major factors which are responsible for policy implementation failure in Nakhonsawan are: unfavorable government policies such as policy ambiguity, policy conflict, and inability of government officials to conceptualize the overall picture decline in world price of paddy and rice, and insufficient implementation resources. Three other minor factors which also account for policy implementation failure are: lack of policy making coordination and policy implementation coordination among the actors involved; implementation agencies do not possess adequate knowledge about rice, and their work is marked by bureaucratic red tape and paper work, and unsupportive political situation in the country and in Nakhonsawan.
