The purposes of this study were to study the opinions of teachers of English at the secondary and primary education levels concerning the general status of English as well as the condition of learning and teaching English as a foreign language at the present time; to compare the opinions of teachers of English at the secondary and primary education levels; and to find out helpful recommendations to make learning and teaching English as a foreign language more effective. The subjects of this research were 367 teachers of English in the public secondary schools, private secondary schools, public primary schools, and private primary schools in Bangkok Metropolis. The questionnaire constructed by the researcher was used as the instrument for data collection. The obtained data were analyzed by means of percentage, mean, standard deviation, and t-test. The results of the study were as follows: 1. According to the condition of learning and teaching English, the public schools started learning and teaching English at the upper primary education level whereas the private ones started at the lower primary education level. Most teachers encountered same problems regarding the curriculum, this was sometimes solved by holding meeting in their own section. The public secondary school teachers prepared lessons chapter by chapter; and in teaching, Thai was used more often than English with the emphasis on giving the generalization after understanding. Both the private secondary and primary school teachers prepared the lesson plans week by week; and in teaching, Thai and English were used equally with the same technique as the public secondary ones. The public primary school teachers prepared the lesson plans week by week; and in teaching, English was used more often than Thai with the audio-lingual method. Most of these English teachers used many types of drill to help their students to master all the language skills: listening, speaking, reading, and writing. In a class, students with different levels of proficiency in English were grouped together. The teachers rarely used any instructional aids because they lacked of those necessary audio-visual aids and time to prepare them; consequently, they only used word cards, charts, and pictures. Most of the teachers hardly ever held any activities in class.
The measurement and evaluation were performed after each lesson. In learning and teaching situation, the teachers found that their students had paid attention and enjoyed learning English but not always. They also found that there were too many students in each class and they had not enough time to hold extracurricular activities for students. When confronting of problems in teaching, the majority of the teachers liked to seek advice from their colleagues, but only the public primary school teachers preferred to solve all problems by themselves as well as to consult books. Moreover, the teachers’ self-improving in subject matters was also done through books and various sources of knowledge. 2. The opinions of the teachers of English at the secondary education level and the primary education level about learning and teaching English in general were not significantly different. 3. All teachers of English suggested that the excessive teaching load and the excessive students in each class should be reduced because these made it difficult for them to perform their functions effectively. They realized the necessity of English learning at the primary education level but only the teachers with sound efficiency in methodology, pedagogy, and psychology should be allowed to teach at this level. They also agreed that the teachers should encourage students to have good attitude toward English, and the teachers’ achievement through the objective goals depended upon well-planned curriculum. Finally they suggested that there should be a center of instructional aids to serve the teachers’ needs.
